Internal Server Error when uploading module

This may or may have not been asked but there are so many posts here I couldnt find it, but when trying to upload the Paypal module to the system through the Administration site, it gives me an

 

 

Internal Server Error

 

The server encountered an internal error or misconfiguration and was unable to complete your request.

 

 

 

Is there something that has to manually configured in order to upload modules to the system?? 

I had to manually copy the Paypal folder from the archive zip file into the Modules folder and was able to install it. 

 

But I would definitely like to know what needs to be configured, if anything, to allow modules to be uploaded through the console rather than having to ftp the files up to the site.

internal server error = some kind of parse errors in php code / server side problems 

turn on error reporting please, then instead of simple "internal server error" you will see detailed information about what and where doesnt work

I had the same error, 

Cannot make non static method ModuleCore::display() static in class PayPal

I wasn't able to get into the modules section once this happened. I remove the paypal's module file in the File Manager and was able to see the module admin again.
