Paypal- Authorization Feature

I have a client that currently uses Yahoo store..

 

And they have a feature that allows him on any order to say change the amount from $100 to $150.

 

But is looking for a better E commerce solution

 

So I just talked to paypal and they said that I"m looking for the ability on the paypal plugin to allow Authorization

 

The Reason for this is that my client is in Canada  and he will be doing shipping based on price

$0.01-$100 = $50 shipping

$100 = Free

 

But if they are in USA or Europe he need has Flagship that gives him better rates.. (plus then he won't have to enter in all the weights and sizes per item he will have over 5000 once done + its simpler with out the weight and size feature of the applicaiton doing it for you.)

 

So if that order someone made for $100 is $75 to ship to USA he then can have the ability to make the payment $175 for the user...

 

 

If there is a better way of doing this please let me know as we need to start asap on this site..
