Checkout - VAT mandatory if company name not empty

My B2B customers do not fill out the VAT number but add the company name which poses problems for my accountant and we have problems correctly filing them.

 

Is there a way to make the VAT Number mandatory if the Company Name field is filled, but otherwise make it optional?

 

I tried flaging it as required but then noone (even B2C customers) can make an order as the field must be filled out even if it is hidden :/
