I want to create a new cmspage in prestashop and change its position from backend like managing the columns to display 2-column ,3-column .

by position what you mean? position where?

 

you want to also to display 2 column, you mean change structure of entire theme?

if so, you have to modify theme files (header.tpl, footer.tpl) to display certain number of columns on selected pages

position means if I want to place cms page in left or right column.

 

Is there any feature in prestashop to manage columns in theme from backend?

in prestashop DEFAULT 1.5.x no, there is no feature to manage columns in back end

you can achieve it only with modification of files that i mentioned 2 posts above
