State error at checkout

Hi,

I have an error when customers from outside of the UK try and checkout:

 

When they click to pay via paypal they get this error:

 

 

Unable to process payment. Please contact the merchant as the shipping address provided by the merchant is invalid, and the merchant has requested that your order must be shipped to that address.

I have no idea how to solve this problem and all the solutions are from 2011 and now not applicable.

 

Any help?

 

I am using the latest PayPal module - 3.6.5 and Prestashop.1.5.6.1
