Cannot exclude tax from prices in catalog

I cannot exclude tax from the price displaying in my catalog. Changing the product display to 'tax excluded' in the preferences doesn't change it. Is this a bug? I couldn't find any help in the forum or wiki's.

i am having the same problem, the only place to display pre tax price is detail page.
if someone lives in my state while logged in it will show price with tax everywhere.
