Possible to have FREE SHIPPING over $200 but under 1000lbs?

Is this possible to filter free shipping this way?

Not off-the-shelf

Possibility create your carrier limited to 1000 lbs (desactivate the carier if range exceed)

Make a cart rule only for those carrier below 1000lbs
