Paypal Payment Error

I've seen several posts with this problem, but not answers.  I sure hope someone can help me with this. 

 

When my customers try to check out, it takes them to the Paypal page and they complete the PP process.  It then takes then back to my PS store and asks them to confirm the order.  When they confirm it takes them to a big screen saying there was an error.  My back office shows the order status as "PAYMENT ERROR".  My serve (Bluehost) shows this error everytime a sales transaction is attempted.

My customer is never charged for the sale. 

 

I can not find any sollution to this issue.  Please help me.
