Change or create header structure

Hello there.

 

I find in internet about this question and found.

 

What I found was:

ok I go to create a new hook and change the header with my features. To help me I tried to work as this project https://github.com/tpeigne/simpleresponsivetheme/blob/master/modules/responsivetopbar/responsivetopbar.php But not understand as he did.

 

So, how to create a new header structure or how to change the new header structure. And be able to manipulate all elements in header. how we see in above project http://demo.thomaspeigne.com/en/

responsiveness isn't based on hooks, you can create responsiveness also without modification like this. hope that i understand you well

 

you can easily manage positions of blocks in header without modifications of core. just manage positions under modules > positions tab (displayTop modules list)

 

 

... just don't know why you want to modify core, for what purposes? :|

My question is not about to core edition is how edit without change the core. 

 

I need work something like this:
