Carrier do not appear when check out

Dear All,
 

My site has one bug: the carriers box does not display in the checkout step. Could you help me, please?
 

-       I’ve moved the old customers from the old site to this new site. And when I login with these accounts of these old customers then I get above bug (there is no carriers in the checkout step L ). But if I press F5 then the carriers box will be showed. Next times, when I checkout the carriers box is not showed anymore and I have to press F5 and these carriers box is showed again. So what is the issue? How I can fix this bug? Please help!!!!!!

 

-       Note: when I register as a new customer then try to checkout then there is no any issues (the carriers are displayed well) and checkout successfully

 

 

After reloading the page, the carriers box is displayed

 

 

It’s very urgent, so please help !!!!!!!!!!!!!!!!!!!!!!!!

if you hit refresh (f5) carriers appear? or you see empty box too?
