Please change files .htaccess:
 /themes/.htaccess
 /modules/.htaccess
 
from:
 <FilesMatch "\.tpl$">
 Deny from all
 </FilesMatch>
 
to:
 <Files ~ "\.tpl$">
 Deny from all
 </Files>
