how to proceed in the integration of this nemu navigation ?

I have to inegrate a top-menu just like this web site http://www.sospharma.net/ but I dont know how to proceed I have 2 technics in mind now.

 

1- create a module to do this menu 

or

2- modify the category block in prestashop and chnage it to top position to much this menu

 

please if there is any other technique or mine is not enough tell me how to proceed
