[SOLVED] Install failing at last step, 'create settings.inc file'

I'm installing on IIS running both PHP and MySQL. I've passed through all the prior steps, but as soon as I hit the last step it fails every time.

 

The docs mention at this point it's trying to create "settings.inc.php" so I created an empty file (in case MS won't let you use a file with double extensions) but that also didn't help.

 

Entire site has write permissions turned on.

 

Any suggestions?

OK, turns out to be a non-issue. After trying different browsers, re-downloading and re-installing, closing and re-opening browsers, and growling at the monitor, I rebooted my computer and tried again. Mission accomplished! #lousywindows

I am having the same issue.

I keep getting "Create settings.inc file"

 

I am running a Linux CentOS system and keep getting this loop.

No advice from what I am reading all over on how to fix this issue.

and what about permissions? can you for test purposes use chmod 777 to /config/ directory ?

Just to make sure that was correct as well get the same error
