Help with Vendor - product sent ?

Heres my problem. One of my vendors takes about 3-5 days to ship an item. Well after about 4 days i called and asked about the product. He told me it was going out the next day and he would have the tracking number for me in the mourning. He said he was going to call me first thing when he arrived at work. ( never got a call ) I tried calling and never got a hold of anyone. I sent a email asking for the tracking number he never replied. I never heard from the customer about not getting there package so i assumed that they received it.Today i got a call from the buyer asking when the package is going to be shipped. I then called the vendor he gave the tracking number to me - upon tracking it online and i called to track it they have no record of the package. I have been calling and cant get a hold of anyone i sent an email telling him the tracking number is not recognized. He said its common for them ( USPS ) to mess up on tracking numbers. Im new to selling online and i have no idea what to do? I will refund the buyers money in full but what do i do about the vendor? Thank you
