Module wanted: "Block certain manufacturers products to certain countries"

Here is some requests, mine as well:

I need a module, which rewrites standard functionality:

- module configuration: list of countries vs list of manufacturers with check boxes. By default all checked = allowed to sell

- add product to cart must check if it's allowed to sell to customer's country. If not - do not add it to basket and pop-up information message (multilingual, translatable)

- similar pop-up window if customer have basket and not registered, if changes address, if logs on

(do not know where exactly - please offer best solution) - probably during ordering process.
