site scroll problem

i created my prestashop site with 1200px now on larger desktop, site has scroll

i can fixed this by creating responsive css but facing problem in IE

 

for <div id="page" class="container_9 clearfix">

i example

 

#page{min-width:1030px;} <--on for IE

 

then

@media only screen and (min-width:1320px){

.container_9{width:1200px;}

its was fine

after that no css are working for IE like.....
