Julia Jones
Am using 1.5.4.0 and am using custom theme
El Patron
Native PrestaShop lowest level denominator is at the county level. You would require a custom modification and/or module to accomplish this. I do not know if any modules, but you should search for yourself to make sure. El Patron
as an interim measure you can from the back office-->translations-->front office find the registration content. add some content informing visitors of your 'city' restriction or modify the related .tpl file(s) to add this information. then you can address (if you still need to), adding a static city
