Csv import - First special character is lost

Hi everybody;

When I try to import categories, if first character is special it is loosing. For example;

I try to import: "Çocuk çantası"

Result : "ocuk çantası"

I try to import: "Önlük"

Result : "nlük"

Only first special character is problem. Also this problem is on server. There is no problem on xampp localhost. I read something about "locale". How can I fix this?
