Systems & Permissions Frozen - Does not show compatability

Hello Everyone,

So I have spent many hours reading the forums and still have not found an answer to my silly issue. I am working on installing Prestashop to my Godaddy.com linuz hosting account, running php5. I uploaded all my files fine, edited the folder settings, and I think edited php.ini file correctly, see below for what my php.ini file says. My issue is that when I run the installation i quickly see a screen showing I need to activate javascript, but then it moves on to the welcome screen to choose full installation. Once I click past this I get the systems and permissions screen that never loads, with an error message in the bottom left hand corner of the browser window. I am running Windows 7 with the most current version of IE and I have updated my java and ensured I am running the correct version for my explorer.

What am I doing wrong that I am not able to continue?
