[Solved] Upgrade stuck at step 3, Frozen?

Hi

I think this has been mentioned a few times, but I'm still not sure of a fix.
Could someone please tell me (step by step ) how to fix this?

Installtion is stuck between step 3 and 4.
Everything needed was green, but it is frozen and isn't saying it's finished.

Upgrading to the newest version

Marking as Solved, it updated fine - just never moved on to say it had completed.
The theme I had before for doesn't work, and same with the module I had on the front page.
Not had time to look at anything else though.
