Server offline, installation error create default shop and languages

My test server is not connected to the internet for security reasons and I cannot make it connect to the internet.

 

Server config: windows XP localhost not connected to the internet, Apache 2.2 and PHP 5, every time installing at 23% it reports the "An error occured during installation". I selected English/ US eastern time zone as defaults.

 

 

The error message I found from my Apache error log ALWAYS says this:

i think that this is because prestashop installator trying to download language packs - and without connection it isn't possible.
