Use the site as a catalog for retailers or agents

Hello everyone, and sorry if asked a question by newbie, but it is only recently that I attempt with Prestashop, after using other applications Opensource Ecommerce.

In practice, I saw that in Prestashop there is the possibility to use the site not as Ecommerce, but as a catalog. By using the site as a catalog, however, 'the "add to cart" clearly disabled.

I wondered then, you can use the site as a catalog reserved for dealers / agents? In the sense that the user who registers (in this case an agent or reseller) then still be able to place an order, but without (of course) to pay anything at the end of the process of placing an order. I hope to have been clear.
