you've got any error or just href doesn't work?

 

are you sure that you changed correct file?

i mean that you have to check themes/your_theme_dir/modules/blockcontactinfos/blockcontactinfos.tpl file - if it exist - you have to append changes there (not in /modules/blockcontactinfos/blockcontactinfos.tpl)
