I cannot upload filles for download user

My PrestaShop is: 1.5.4.1

I want to upload files for users download, but I cannot:

The files for upload is a game "knight online world" the size is: 486 MB

 

I changed ini.php:

upload_max_filesize =1500M

post_max_size = 1500M

 

I use localhost server Apache: xampp

 

I received the next error from IE:
