Page 404 - doesn't appear - customize it ?

I'm not able to see the page 404 on our website.

 

When I try to reach an inexistent page it only appears a white page without error messages

 

Where is the bug ?

 

I'm trying this 'cause I wanna customize our 404 page error displaying something else than a simply error message.

Check error. You must edit config/config.inc.php. Inside change this line:

@ini_set('display_errors', 'off');

to 'on'.

Did it but nothing changes

 

Put it "on", cleaned the cache, but it always appears a white page
