I just checked via FTP ging to ADMIN / themes and is all there . * default folder wich contains : the ccs folders with (admin.ccs, index.php, modules.ccs) and its respective index.php. I think Dh42 nailed it in this thread, http://www.prestashop.com/forums/topic/235940-css-not-showingworking-on-default-theme/ It is not a prestashop problem, it is a problem with your server, contact your host and tell them the problem you are having.
