HELP! Need to move customer reassurance block on top the footer

Can anyone help me or direct me to the correct tutorial on how to position the Customer Reassurance Block to the top of the footer or bottom of the content ?

 

I have tried to move to displayHeader and displayHome but I got an error message:

 

This module cannot be transplanted to this hook
