Estimate Shipping in Cart will not reflect free shipping

With standard 5 step order process

There is an option for Estimating the cost of shipping and taxes.I

have a carrier called free shipping, which offers free shipping.I

also have media mail, priority mail and express mail tied into the usps rates.

after putting in my state and zip to estimate shipping

All 4 carriers come up

I choose the free shipping option,

but the cart reflects the lowest priced option,

which it thinks is media mail at $2.54

for some reason Free shipping isn't consider the lowest priced shipping to show in the cart,

and when I choose free shipping and hit update cart,

the cart still shows the $2.54 for media mail.
