returns empty cart error with IE paypal module

Customers cannot checkout on my website when using internet explorer. Whether they use express checkout, the normal checkout, or guest checkout. After adding a product, going to checkout, logging into their paypal and continue they receive an empty cart error. Problem does not appear when using firefox or chrome. My website is wannaspeed.com

 

My installation is in a subfolder, which I think may be a factor in the issue. Also I have CEO on. I had to edit my .htaccess file in order to get SEO working properly. Seems like maybe a cookie or cache issue not storing the carts contents when returning to the site.

 

Any ideas? I have reported the bug but that process appears to be slow.
