moving store to new hosting company

I moved a store from rackspace cloud sites to bluehost.

Then I upgraded to 1.5.4

 

the store will not send email.

 

I keep getting errors talking about

we cant help you in this case, this is probably php configuration issues, you have to contact with webhosting tech support
