install error at 50%

I faced error during installation at 50%. But after change the location from HongKong to USA, problem solved automatically!

 

Q1: What is the different between different locations?

 

Q2: how can I solve this? Thanks

 

I installed under this configuration:

 

Software version: 5.1.68-cll - MySQL Community Server

PHP Version 5.2.9
