It shows up fine in the shopping cart but once you select to Pay with Paypal you exit the website over to Paypal and there is no tax added at all. I'm using Paypal module 3.4.7 and PrestaShop 1.5.3 I've tried both with Express Checkout and without. Either way, that tax doesn't get sent across.
