Do not upgrade to 1.5.4. It has many bugs and is not fully functional

This will depend on several things before I can give you a price.

What theme are you using as it may not be compatible with 1.5.

Do you have additional modules installed that are not native to Prestashop as they may not be compatible.

Theme from 1.4.9 is not compatible with 1.5.x. You can use only default theme or theme compatible with 1.5.x.
