(COD) Cash on Delivery - Configuration Adress Problem

Hi there,

 

I installed COD module in PS 1.4.8.2. I just want to use COD on domestic deliveries.

 

Everything went well except for this: if i change the billing adress to a foreign country, the COD payment is unavailable for costumers, even if the delivery adress is still domestic.

If i keep the billing adress domestic but change the delivery adress to a foreign country, the COD payment is available.

 

What i need is exactly the opposite. I want the module to react to the delivery adress and not based on the billing adress.
