No states in dropdown when trying to modify address

Hello guys,

 

When a customer is checking out as a guest or is signing up for a new account during checkout the state drop down is populated. But if you are checking out and you are logged in and you click on the "modify address" link, the following screen which shows your current address does not have any states in the drop down. Therefore you can't "save" your information because a state is required.

 

Is this a known bug?? I tried searching the forums but couldn't find anything.
