Set a minimum order amount, if less add charge

Hi, I'm looking for a module that can set a minimum amount order and when the customer's orders are less of this amount the module add a charge.

 

For example

Minimum amount of order: $150

Charge if less of the minimum: $10

 

If customer order's $120, a charge of $10 as added for a total of $130.

 

Is there a module for that or what would need to be done to accomplish this?
