Error reporting from your PayPalAPI module

I am having a problem with the Paypal module and I don't know how to fix it. It was working fine, but a couple of days ago, when a costumer attempt to make a purchase he got the following error message at checkout:

PayPal response:

 

TIMESTAMP -> 2013-03-16T05:19:33Z

L_ERRORCODE0 -> 10729

L_SHORTMESSAGE0 -> Shipping Address State Empty

L_LONGMESSAGE0 -> The field Shipping Address State is required

L_SEVERITYCODE0 -> Error

 

I just tried to make a purchase and i got the same error.

I have the Paypal module version: 3.4.5 and PrestaShop 1.5.3.1

 

Please help me as I've already lost 4 purchases!!!!

It took me 2 weeks but I solved it! I made a video of my diagnosis and successful result.
