Customers State Won't Show Up On Checkout (OPC)

Using Version: 1.5.3.1

 

On checkout page, after you have entered your address and you can see your billing and delivery address. The customers state won't show. I've got all the latest github updates for

order-address.tpl AND authentication.tpl AND order-opc.tpl

 

Attached is screenshot so you know what I mean.

 

In Backoffice > Customers > Addresses > Set required files for this section

 

State is not coming up, but its mandatory field when you sign up. Tried turning off caching, etc. Still not showing. Anyone can help that would be great.
