Gap Problem And Can't Edit Reinsurance Module

Hi, I'm a new user and currently having two trouble below (I hope I post this in the right section of the forum).

 

 

1) I use minic slider but there's a gap between the slider and the "body" part

 

2) I want to change the reinsurance icon and text but every time I tried to edit the blockinsurance module, it said "You do not have permission to configure this module". I managed to edit the .php (replacing the text and image link manually) but still not working,

 

Any advice?
