Bug On Cart Ps 1.5.2. On An Upgraded Ps 1.4.5.1

I have an upgraded project PS 1.5.2. (upgraded from PS 1.4.5.1). I have a problem on the cart.

 

When you aren't logged so the shipping fees are all showing net (without tax). When you log-in the are showing WITH VAT (which is correct). The cart is also correct calculated.

 

Ich cleared all available cache. I tried with different browsers, here also cookies and cache cleared. Nothing changes. I checked all the settings for customer groups and also for shipping. There is no problem on it.

 

Why is the cart showing only shipping without VAT ? The first option and standard shipping is one without VAT and this correct so, because products sent by postal mail there is no VAT till 2kg. Net=Gross. Could it be that the problem is coming from here ?

 

It's an upgrade bug ? With PS 1.4.5.1 settings were working well (shop is still live in this version, because I cannot yet release the 1.5.2. due this and some other problems).

Nobody having this problem on an upgraded Shop ? I have three one with this problem. Upgrade form 1.4.6.2. to 1.5.2, 1.4.5.1 to 1.5.2. and 1.4.9 to 1.4.5.2. It seems to be a bug on upgrading process. By installing a new shop I don't have this problem. And no it's not the VAT, also by adding a dummy VAT to this, the cart not logged is showing all shippers without VAT. After logged all shipper prices are with VAT.
