Create Vouchers that do NOT apply to items in the Specials category

Is it possible to make a voucher that would get applied to all products in a cart unless they have a Specfic Price attached to them?

 

I have a number of items in my store that I put Specific Prices on, so that they appear in the Specials section. I also want to offer a 10% off coupon, but don't want that to apply to the items on sale..

 

Is there any way to achieve this?
