go to your back office-->groups

edit your visitor or default group (check others as well)

I think this should be set to tax excluded.

that's probably not it, I'm not great on the tax...

can you post some screen shots of one of your products that has taxes assigned...I'll go create a test order on your site..

ok I think the problem is for example in the US, you only charge a tax for the states you are located in, so for example you business is in Alaska. You would then associate the tax for Alaska to the. This is the tax table imported by prestashop.

Depending on your tax setup, i.e on delivery or invoice address (localization taxes), if they register or the delivery address is then in Alaska then and only then would the tax be shown shown...else there would be no tax.

This can be confusing because the way ps loads all the us states with tax by state, when you see the product and all those taxes you think the product is associated to them all...my testing says otherwise, it is only associated to the state you select.

I almost gave up as well...

well i have them all set to california for the tax rate of 8.25 which is what my tax rate is....i live in houston texas and prestashop has our tax rate at 6.25.. so i picked california so the tax rate is correct

you should change the tax state to Texas, and then just change the rate under tax rules...
