error on line 23 at column 8

On my Back Office I get the following

And on my Front Office I get the following

Things that I've tried

-Deleting the "Install" folder

-Renaming the "admin" folder

-Cleared my cache

 

What I've noticed

-All of the php files have something that looks like this...
