CMS block: onmousehover + drop-down

Hello,

 

I've instantiated a CMS block on my page

I'd like to implement the following behaviours, but I'm not sure how. Note that I'm new with CSS, PHP, and Smarty, so the answer might be easy to the world but certainly not for me.

 

1. Roll-down effect. Instead of having a static block displaying a category header, then pages, I'd like the category header to roll down and display the pages when I click on it - and to roll itself up when I click on it again. Is there any way to do that?

2. onmousehover effect. I'd like the category hader to be not text but an image, which changes when the pointer is over it. A plus sign, for instance, can appear on the button when the pointer is over it, indicating to the reader that a click will roll down the menu.
