If you provide more information (PS version, screenshots of the carriers / zones, the country you are trying to get rates for), you may be able to get a more specific answer. Hi kuldmedal, I'm not sure they are set up exactly the same, by default they would act exactly the same way. Tell us about your shipping configuration, we probably will be able to help.
