A particular problem with Messaging customer Cyrillic

A particular problem with Customer message in Cyrillic only when the order is finish.

 

If they leave a message during the making of the order Customer message is seen in Cyrillic. But if they want to send it afret this, Cyrillic is not seen (Email's too ).

Problem in Email form is only in {message}

Same problem and seeing messages in Back Office.

 

I thought that the problem is in Email form order_customer_comment.html, but I was wrong

 

Contact form work fine in Cyrillic (Emails too).
