you can just add border style to the <li>, (e.g. - border: 10px solid lightgray;)

No, it is not just about a border because white part of a product should have a border-radial: ...and background (a new DIV) should be a different colour without a border-radial.

I don't really understand your question, i mean if you are only looking to add a new <div> in featured product than just add it to where you want in "modules/homefeatured/homefeatured.tpl"

as you can see below all products listed in homefeatured module is between <li></li> html tags

 

just insertt li content in <div></div>

I don't know what I do wrong. I tried to add a <div> on few places in the homefeatured.tpl but it doesn't work even if I delete whole code it doesn't change view of featured product at all.
