****Can I create a Personal message when customers view their cart?****

Ok, I accidentally deleted my terms CMS but I've created a terms webpage. However customers have to agree to the terms before order can be processed but when they click 'read' that page is missing so it shows an error message.

My questions are:

- Is there a code I can paste somewhere in my files?

- I know I can disable to click the 'terms' page when ordering, but is their a way to add personal message at the topof cart page? eg 'By placing order, you are agreeing to our terms and conditions

- I was trying to use 'Filezilla' to access my Backup file but that also got accidentally messed up
