help with ID States error.

Suggestions please if any one has any.

 

I'm running 1.4.9 with a Prest7a theme, my problem is that every time a customer signs up on the account sign up form they get an error it says "State ID Required" but I don't have "State" in the form, and they can't then sign up.

 

As the site is "Download Only" I don't have shipping enabled I've disabled anything to do with shipping and have removed all of the states from admin, but every time I keep getting the same error which means no one can process orders.

 

A friend has suggested a JQuery error but I don't know enough to take it further.

 

Any help or pointers as to what I could be looking at would be very greatfully received.
