Shipping settings

I am really not understanding the shipping for this thing. I have gone in and set it up several different ways and cant get it to work the way I would like it to.

Let me know if there is a download or something I can do.

What I am looking to do is charge the shipping based on the number of items someones buys. but I dont see that as an option so if there is a download please let me know. like buy one to 3 items its 7.95 shiped by ups or buy 4 to 8 items its 12.95

Right now I was trying to set it on the cart price if the price of the cart was 1-25.95 dollars charge 7.95 or when the cart is 26 and up charge 12.95. I think this is the way the current system is set up but I cant get it to work.
